The history of technology in Fuzhou traces back to the late 20th century when the region began transitioning from traditional industries to a knowledge-based economy. By the early 2000s, Fujian Province emerged as a testing ground for China’s digital ambitions, with Fuzhou at its helm. The establishment of the Fuzhou Software Park in 1998 marked a pivotal moment, fostering a cluster of tech firms specializing in software development, telecommunications, and later, cutting-edge fields like artificial intelligence (AI) and the Internet of Things (IoT). Changle, just 50 kilometers from downtown Fuzhou, has since capitalized on this momentum, integrating advanced infrastructure—such as 5G networks and smart grids—to support its growth.
Innovation in Changle is further amplified by its proximity to Taiwan, a mere 200 kilometers across the Taiwan Strait. This geographic advantage positions it near TSMC, the world’s leading semiconductor manufacturer, headquartered in Hsinchu, Taiwan. TSMC’s dominance in producing advanced chips for AI, mobile devices, and high-performance computing aligns seamlessly with Changle’s aspirations to become a regional hub for tech manufacturing and R&D. President Xi Jinping announced the strategic decision to build “Digital Fujian”. Since 2013, the three tiers of governments of Fujian Province, Fuzhou City, and Changle County-level City have been working together to plan Digital Fujian (Changle) Industrial Park as a pivotal platform for the development of “Digital Fujian”. In November 2016, the leading team on the development of Fuzhou’s big data industrial development was established, headed by Ni Yuefeng, deputy secretary of the provincial party committee and secretary of the municipal party committee. The positioning of Southeast Big Data Industrial Park was confirmed at the same time: Regional Big Data Hub in Southeast China, State-level Innovation Base for Big Data Application, Cluster of Big Data Industry, and Role Model Area of “Digital China” Application. On February 13, 2017, the development of Fuzhou Seaside New District was launched. It is designed to serve as an innovation plateau, an open gateway, a business-friendly habitat, and an ecological city simultaneously. With the backing of Digital Fujian (Changle) Industrial Park, the new district aspires to build a big data hub in Southeast China, with a focus on big data healthcare, Internet-related industries, the maritime industry, and the integrated development of big data, the Internet of Things, cloud computing, virtual reality, and artificial intelligence.
